Why?
Could it be that they pulled out their previously approved and coordinated with everyone contingency plans and were running down a checklist getting ready to send help?
I worked that side of the street, contingency special operations for many years and know what should have happened. I also know what didn't happen.
As i have told a decade's worth of students - remember that special operations has a very large political component.
