As someone else pointed out, the 0bama/Biden sticker alone is not an indicator, but in combination with any or all the others, indeed, it does indicate a soft target.
So, using logical skills, we could eliminate the 0/B sticker as an indicator and just use the presence of one or more of the others.

if you took an older phone, with no contract, and hid it in your car wired for power... but no contract... it would receive no calls and cost nothing per month. if your car gets stolen, you can use the phone info (which you would have copied down before hand) to activate and track it
a ready made location service that didn’t cost you anything until you activate it.
