I don't want to go off on a semantic jag, but the word “neglect” is both a noun and a verb. As a verb, it conveys action, a state of being, or an occurrence. These people actively did nothing, in other words, an action.

If they honestly thought the Lord’s will would prevail and prayed for it, it was not neglect in their minds. In fact, it could have been exactly the opposite, though I disagree with them.
