Citizens existed before cops existed.
Citizens created the cops.
Cops derive their powers from citizens.
Cops are servants of the citizens.
Cops are not superior to citizens.
The only difference between cops and civilians are that certified law enforcement officers can serve misdemeanor warrants and issue traffic citations. THAT is the ONLY difference!
