When the plant was first built it was north of town and no other businesses, schools, houses or apartments were nearby.

The plant was always an established reality and part of its structure.

When the city began to grow north I am sure no one thought that it would blow up.

I am just telling you guys as a person who has spent some time in the town and I have friends who were raised there.

Sure, but there are people who were criminally negligent for allowing the situation to develop and ignoring it.

People died as a result. Hundreds are now homeless and the company will probably shutdown to avoid the legal liability.

So the taxpayers will end up footing the bill and more govt regulations will be added. All because some idiots didn’t do their job.

If there were any regulations about it then it was a violation of them either way. It really doesn’t matter which was there first.
