...but they can get free healthcare from hosptials and clinics because of regulations requiring all who show up to be treated.

And unless that changes, I don't see how medical costs will ever be contained.

Cost containment had nothing to do with Obamacare. Controlling the citizens and turning them into subjects seems to be the obvious motive.
