I think just the opposite. Since only 2 devices went off over how many?....seems like an amateur..... Cell phone transmission towers in the area being shut down could have stopped more detonations and from other instances, members of small terrorist cells are not the sharpest planners.
At least 4 bombs so far seems too many for one lone nut.
