Niagara County Sheriff James Voutour said at the time that training dogs with cadavers is standard procedure but added, "There are legal means to obtain cadaver parts. ... They didn't follow those legal guidelines." It's sickening to think that these public officials would not only consider doing wheat they did, but carry it out; and why, why would they do this?!

But seriously, (hard for me to do,) They did it because waiting for the 20 page form filed in triplicate to be approved would take too long.
They took a short cut and got caught.
