In fact in Maryland a 15 year old child CANNOT give her legal consent:
Maryland statutory rape laws decree that if you have sex with a person who is 14 or 15 years old, and you are at least four years older than your partner, you can be charged with and convicted of a second-degree sexual offense.
Also, if you are at least 21 years old or older, and you have sexual relations with a person who is between the ages of 14 and 15 years old, the crime is elevated to a third-degree sexual offense.
So you are saying 16 is fair game. That seems too young...
