It’s hard to tell, SoCon. It would be easy enough for a lawmaker to insist that any legal status immigrant in this country must return to the country of origin to apply for citizenship and there is no way around.
They could write the law that way if they wanted to.

True, but Rand Paul is not implying that, in fact, he is stating the exact opposite in his speeches, that this will normalize them and allow then to work.
