In this particular case, you really need to read the (very short) excerpt. It is an impartial account by two NY reporters on the family members' suggestions for NYPD diffusing a gun situation:
"If he did have a gun, I could say, Yo, get rid of that, son. Thats not the right thing to have right now.

Of course he didn't own it, he probably stole it. He didn't own it because it was a probably a cops throw away weapon. Every cop I ever knew carried a through away weapon, maybe just a knife or small pistol, but turn the body over and drop it under the deadman and you now have self-defense and a justfiable shoot

Apparently, it’s quite common in certain groups to borrow a gun from a friend when you ‘need’ it, kinda like borrowing the neighbors saw.
