Absolutely, xzins. Not only during labor, but the nine months prior. From the article:

The Justice Department presented its conclusions about parenthood in rebutting an argument made by proponents of Proposition 8 that the traditional two-parent family, led by both a mother and a father, was the ideal place, determined even by nature itself, to raise a child.

The Obama administration argues this is not true. It argues that children need neither a father nor a mother and that having two fathers or two mothers is just as good as having one of each.

When it comes to children, they deserve the closest environment to the ideal which is two biological parents in a committed marriage.

It is known that wild animals have helped raise/feed children who have been abondoned to the wild. Just because they are capable of providing some form of care, not the best obviously, should they be given the same standing in adopting children as the ideal? Of course not.

The DOJ is trying to argue that there is no difference between two mommies, two daddies, two anything and the ideal. Saw a study published just recently which DID show a difference in children raised in various parenting situations. Again, the ideal - two bioligical parents had children with the least problems.
