THC is oil soluble and remains in fat cells for quite a long time. When it's in fat cells it's not attaching to neuroreceptors, so has no relevance to impairment.

THC that has been absorbed by fat cells is released into the blood over time (some of which is reabsorbed into fat cells). That which is released into the blood from fat cells affects those neuroreceptors that bind to THC.
