LOL! But it makes me think we are finished. How do we change course with the electorate, media, and intelligentsia we have?

What percentage of energy used by my home and business is “wasted”? The percentage used by my kids.

What percentage of energy used by my home and business is “wasted”? In what sense? Who says? Who determines that? Is it 37 percent? Twenty-three percent? So we’re going to cut it down to 18.5 per cent or 11.5 percent by 2033, is that the “goal”?I have similar questions about how Obamacare was to be paid for by cutting "waste, fraud and abuse"
Unless, of course, Obama just means any resources used by us peasants is wasted.

As for the overall theme of the piece, we've known that Obama's crowd is all about decree law ever since that "Stroke of the pen, law of the land" comment.
