One of the problems is that the schools coddle the bullies.

The second is that the victims parents would rather lose their child than leave the system.

The bullies usually have no regard for life, which is a very bad problem. They used to have a stop button but killing a kid is OK these days.

No. Visualize the response if some white kids attempted to bully some black kids. The schools CANNOT afford to be seen as imposing more disciplinary actions on black kids than on white kids, regardless of which group commits more incidents.
