So, the President wants it both ways. Which is it, not a legal document or it is a legal document? These lawyers always try to protect themselves by taking both sides.

If it is not a legal document, how can it back the President? What is his legal authority? Can he have an illegal policy that kills people in conflict with both the U.S. Constitution and International Law and not be in violation of U.S. Law and not be guilty of war crimes? Isn’t there something called due process missing somewhere here?
