In my experience it means getting the various land trust groups to con little old ladies to sign contracts that make their land unsalable, off limits to hunting, farming, or other improvement for a small tax break.

Back in 2004, we had these neo-Nazi criminals at EPA nailed for extortion, insurrection and sedition in Rapanos v US. We also had the commie black robes in the 6th circuit appeals court nailed. The gutless worms in the GOP Congress refused to even hold hearings.
We’ll need to clean this out another way.
