Yes. It got really bad during the Nixon wage and price controls. Retailers and manufactures locked-in absurdly high list prices in order to provide flexibility against the cap.

We don't want to, but customers demand it. Far too many of them just won't buy unless they feel like they are getting a bargain (just as they feel like Obama cares about them), even if they know better intellectually. Emotion rules in retail, these days...

JC Penney made a huge mistake with flat pricing. People would rather buy a $39 item marked down to $19 than the exact same item with a flat $15 price tag.

Ever shop at Kohls? They are the pros at this.

Have a receipt in my hand. 1/19/13. I count 3 sets of "sleepware" (pajamas) at 12.99 each. 6 bras varying from 7.65 to 14.99, 10 sets of tights at 6.99 and 7.99.

Subtotal 181.00.

After 30% discount - 133.16.

At the bottom of the receipt - "YOU SAVED $260.30"

So, I walked out of there with nearly $400 in clothes for only 133? What a bargin!
