Good summary, but a bit worse here in Houston. Here they also have the transponder readers set up on the freeways. Sure, no tolls (yet), but they do track you.

I’m also starting to see permanent license plate readers (cameras) being set up. What gives them away is that they have to take their pictures at very shallow angles, due to some cars having recessed plates.

By and large, heavy vehicles use more gas than lighter vehicles.
Heavy vehicles do more wear and tear on roads than light vehicles.
Therefore, gas tax makes sense, mileage tax does not.
Why would we want another layer of costly bureaucracy to collect a mileage tax.
Besides, a mileage tax works against the whole idea of encouraging people to buy fuel efficient cars.
