The real question of the day is whether it is a hard plan or if thy’re merely testing the waters to see what they think they can actually get away with. It would be ironic for them to blow their plan by trying to ram-rod too big a bite down our throats.

"The biggest congressional fight on gun control in early 20 years..."

There's no "biggest" "fight" necessary. Each and every member of Congress can very easily take naps during testimony and vote against each and every anti-Second-Amendment bill. Journalists should learn to type and spell, though.

From The Collaborative International Dictionary of English v.0.48 :

  Hysteria \Hys*te"ri*a\, n. [NL.: cf. F. hyst['e]rie. See
     Hysteric.] (Med.)
A nervous affection, occurring almost exclusively in women,
in which the emotional and reflex excitability is
exaggerated, and the will power correspondingly diminished,
so that the patient loses control over the emotions, becomes
the victim of imaginary sensations, and often falls into
     paroxism or fits.
     [1913 Webster]

Note: The chief symptoms are convulsive, tossing movements of
the limbs and head, uncontrollable crying and laughing,
and a choking sensation as if a ball were lodged in the
throat. The affection presents the most varied
symptoms, often simulating those of the gravest
diseases, but generally curable by mental treatment
           alone. Hysteric

Although I have not read the amendment myself, a related FR thread had reported that somebody in DC (Harry Reid?) had slipped a pro-gun rights amendment into the unread Obamacare bill, the amendment preventing the feds from making a gun and ammo registry.
Thank Goodness for Obamacare: Hidden Amendment Prevents Gun and Ammo Registry

So in stark contrast to the Court's clarification in Youngstown Sheet & Tube Co. v. Sawyer that constitutionally undefined executive orders must be based on existing laws, it would appear that an Obama executive order to regulate guns would likely be in blatant violotion of Obamacare as well as the 2nd Amendment.
