From 1994 through 2004, I thought it was the MANUFACTURE of new weapons that was banned.

Wasn’t it legal to purchase pre-1994 semi-automatic rifles in gun shops and from private parties?

Yes, still is.

From 1994 through 2004, I thought it was the MANUFACTURE of new weapons that was banned.

No, just dumb cosmetic changes to the ARs like no flash suppressors and bayonet lugs, et cetera.

Yes it was, and pre-ban guns brought a premium, even though the “post-ban” guns were only cosmetically different.
