This probably means that Harry Reid is now one vote closer to nuking the filibuster. Inouye was a part of the Gang of 14.

The Gang of 14 was just a ruse to stop the Republican majority; Inouye was just like Reid in the promotion of a strong-central State (Most often voted with Reid, yes his record pointed that out).
