The Federal Exchange provision is NOT funded, and the Federal Exchanges do not have the business penalty and other provisions in the law.
Also even SCOTUS agreed that the States can refuse parts of Obamacare.

The Feds will fund the exchanges, the SC upheld the Exchanges..it was the Medicare provisions that they said the States could challenge down the road.

Folks generally don't know what is in the bill which is understandable but pretending its not a done deal is just another example of conservatives wishing for a world that doesn't exist...

Meant to add, from the article:
Thus states that refuse to create their own exchanges would effectively be repealing a large part of the law—sparing their citizens from the job-killing employer mandate and from assaults on their religious liberty. In some cases people would even be spared from the individual mandate to buy coverage, since in the absence of exchange subsidies more families would qualify for exemptions from the mandate.
