You may be right although I have heard that anytime there is an attack on our soil (consulates are included) the military immediately goes into preparedness mode.

Only the president can order a cross border operation. There was no hardware or team stationed inside Libya that could have done the job. The operations were all on alert and ready to go when Obama ordered the Stand Down.
