A bit of background is necessary - the two northern succesor states of Somalia, Somaliland (which is seeking permanent independence) and Puntland (which isn't), have had a long running territorial dispute over the following region:

Puntland has held the northern parts of this region for some time, and formally integrated into their nation. The town named in the article is far to the east, several hundred miles past the old border. And unlike some recent armed border crossings, the article seems to be indicating that Somaliland intends to take permanent control of the region. It seems like Puntland and Somaliland might go to war.

In this agreement in which the residents are obliged to cooperate with administration in order to foster security, the government will reciprocate by strengthening its presence and provide the much needed public services.

Somehow that doesn’t give me a warm fuzzy feeling...
