If you want to get rid of the shortage, allow the free market to work. If prices were allowed to rise to $5-10 per gallon, lines would disappear as consumers cut back on purchases. The high prices would decrease hoarding. Supply would increase as higher prices increase the incentives to ship fuel from other regions to the area affected by hurricane Sandy.
