Yes you should be able to make it provided you gas up before you get on the island. In Midland Beach, you might only make it to the border and need to carry supplies in. In Tottenvile it would be easier. Basically all of the significant Damage is 2-6 blocks from the shore. If you look at a map of Staten Island.
