Probably KNEW the attack was going to happen. Subverted by the huge amount of money coming from the Middle East to support their campaigns (thus, booing God at the convention), and wanted to intimidate the American people from criticizing Islam so planned the whole shenanigan to make it look like it was a protest against the film.
I would NOT be surprised if that is close to the truth of what happened. Almost all of our national government and most certainly the media have all been compromised by foreign interests.
