Exactly. They may not be able to arrest and prosecute them, but they can take them into temporary custody and hold them until after voting hours.

I wonder if they could be detained at the airport for suspicious items in their luggage?

Have a drug dog sniff their money and then hold them for trying to import drugs into the US.
