Ain’t that the truth!
It is quite likely that in many states, if these observers become “known”, simple citizens who object to their presence will engage them in “conversation” which may escalate into some type of noisy “conflict”. Those observers and the citizens will have to be hauled into town to get “statements” about the altercation, and “disturbing the peace”. Done properly, this procedure will take several hours. Three or so citizens ought to be sufficient to occupy an “observer” for the full day. Citizen may suffer a 25 dollar fine. Observer cost thousands of dollars for zero accomplishment. Rinse, repeat.
The noisy conflict” I think could happen is not a noisy “conversation” conflict, althougn there could be lots of shouting during the conflict.
