Yes, and it requires a 2/3 majority of the Senate, which ain’t going to happen, even in the lame duck Harry Reid Senate.
When ones lists and reviews the number of things that we all believed in November 2008 "ain't going to happen" but that actually did happen these last four years, along with the many other things we didn't think about or even now don't know about, one comes to the conclusion it's not a good idea to be too confident about what "ain't going to happen".
Or what will happen...
Instead, we just have to work hard for the results we want and take nothing for granted. The opposition is capable of anything.
