Actually, it was Reagan who signed off on the ban, as part of the otherwise-good McClure-Volkmer Firearm Owners’ Protection Act. The language was slipped in on a voice vote, of questionable legality and even more questionable outcome.
George H.W. Bush signed off on banning further import of “assault weapons”, IIRC.
