There were telepromters on the stage and he MAY have used them. But it was hard to tell because he made eye contact WITH the audience.

Even if he actually did use a teleprompter, there is a good chance he wrote it himself anyways.

Almost all politicians would use a teleprompter (or notes) when delivering a speech of this calibre.
