They shouldn't, but there is a precedent. Teddy Roosevelt intervened in football and advocated changing the rules to make it less violent. They did, including allowing forward passes.

Actually, it’s sad to say but if he stepped in and the issue got resolved by the election, it would be a huge plus for the One. That’s just the way it is.

Because he knows this makes him look cool rather than having to address the nation's really tough issues.(after all, that is what is important to his legions of youth voters)
