Probably. By genetic inheritance he's at least "quadroon" by background, allowing his babydaddy a 50/50 Arab Semitic Caucasian/East African mix, with East Africans being somewhere between 20% and 50% Semitic Caucasian background themselves, thanks to ancient migrations into East Africa out of the Arabian Peninsula during the great desertification of Arabia Felix some 4500-6000 years ago, so that all Somalis, Ethiopians, Masai, and other East African peoples would be better described as "mulattoes" than full-blooded black African.

IF Obama's African starting point was "mulatto", then he is "quadroon" (cuarteron, quartaron); but if Barack Sr. the Deflowerer Babydaddy was himself already "quadroon" by virtue of his multi-culti slavemongering background, then therefore Barry Soetoro is "octoroon" (quinteron, ochavado, or albino in Spanish).

The joker in the deck is that West African black people, the "true Negroes" of lore, are themselves about 20-25% Caucasian by east-to-west migration of the Semitic Caucasian strain since antiquity, and cross-desert migration of other Caucasian peoples such as the Garamantes, who left Libya in Trajan's time under pressure from the related Berbers, and settled around Koromantse (yes, the names are related centuries later; by admixture, they now appear to be African Negroes despite retaining many of their pre-migration cultural and religious beliefs).

Thus modern West Africans would be correctly called in Spanish negro fino, i.e. 1/4 white; but in the reckoning of the Spanish, Portuguese, and everyone else, this was the starting point for figuring "blackness" in the elaborate Iberian classification scheme, which was imported into English and confirmed by statute in colonial times.

In other words, it's all screwed up unless/until someone socks the old DNA test to one's background.
