When it was clear he didn’t have anywhere near the two-thirds majority needed to pass the amendment, Villar did what every good Democrat does when they don’t get their way – he pretended he did and declared victory.

I believe that what was confusing him was that the successful results of the vote was on the teleprompter, telling him that "the ayes have it," which was conflicting with his "lying ears." It took a DNC handler on stage with him to set him straight and "stick to the script."
