I don’t see a problem here that couldn’t be solved with napalm, and maybe a few neutron warheads in some scattered areas.
The original problem started with this ‘nation building’ thing. After Al-Quada was vanquished, the next move should have been to set-up the ANNEXATION program, establishing Afghanistan as US territory (just like we should have down for at least Southern Iraq. Next, round up all non-pats and let them choose:
Exile to Pakistan or stay (but ALL of Afghanistan will become a U.S. weapons testing ground - thus making their decision much easier.
Oh, and any fragging of U.S. troops or civilians will result in the neutralization of a exiled village (without warning).
But that was back in the days where men were men, the women were proud of it, and no one asked too many questions about what our fighting forces were doing overseas. After ten years, we should have real-estate brokers there selling ski-resorts with beautiful mountain views; not troops getting killed as soon as they had a native a weapon.
