Why would they want to ban and strip him unjustly?

USADA is vying to convince the public that their actions are just. This is a public opinion court drama. However, USADA has failed to show the "admissible" evidence that proves their allegations.

The reason why I stress "admissible" is that the pro cycling tour has very specific rules for detecting and punishing the use of performance enhancing substances. Using a separate set of rules to allege doping, after the fact and outside USADA's own "statute of limitations", is a classic example of moving the goal post.

With respect to the convincing of the USADA folks - consider that you are advocating that Armstrong doped based on their saying so, without having seen the evidence. We have no basis to believe that they have seen any more physical evidence than we have.

If Armstrong doped, and it can be proven - then he should be punished to the fullest extent of the rules, and not one inch further. If they cannot prove it within the existing rules, Armstrong should be left alone.

Who has greater motive in this case?

The USADA is motivatated by imcompetence and/or they are motivated by kind of personal vendetta against Armstrong for some unknown reason.

OR...

Armstrong is motivated to cheat so he could attain worldwide wide fame and money.

Which is more likely... hmmmmm?

I don’t think they would go out of their way to persecute him. I think it’s much more likely that they are trying to operate as a responsible governing body despite people like you attacking them.

(s) but the USADA really really really really believes he cheated regardless of the real evidence. Hearsay counts if they say it counts. It is not fair to the USADA to not allow them to change the rules midflight. (/s)
