While it is a known policy of many, if not most, police forces to NOT hire highly intelligent people I thought being able to read the alphabet might be a minimum requirement.

I'm sure it is. Some intelligent junior officer who had Goggled her address was probably saying, "I know the warrant says 'C' but trust me, we want 'A'. You'll see."

It’s not that they can’t read, it’s just that they don’t care. If they cared even the least bit about not kicking in the wrong door, then they would take the bare minimum step of double-checking the address, which they never seem to do. So, I can only conclude that it doesn’t bother most police officers at all when they make these mistakes, probably because there are absolutely no consequences for them when they do.
