I doubt you know much about the IRS if you can make that statement with a straight face. The IRS doesn't have the human attention to detail to be able to deem a large percentage of returns "spotless." Their computers are best at identifying returns that likely have opportunities to recoup significant further revenue. Those are the ones they go after.
Your statement wouldn't be true for the average Joe, except that Mitt Romney surely has had that kind of unique screening of his tax information because he's a top Republican candidate on whom the Left has its sights. Lest Obozo troops get taken down on felony information disclosures that are logged as anyone accesses people's tax returns, those thugs need Mitt's voluntary disclosure so they can safely come out with portrayals they may have already identified as usable for their propaganda.
Let 'em all rot. Don't show any returns.
If anything comes out without Mitt's disclosure, check the records, bring out the lie detector tests and send people to jail, including Reid.

There’s no attention to detail required. All they need to do is determine if Mitt had actually filed his taxes over that period to know if Reed is lying or not.
And if you don’t think this White House has given orders for the IRS to give special scrutiny to political opponents over the past four years, it’s you who dosn’t understand what he’s talking about.
