I don’t understand how some are still “trapped”inside... What does that even mean if there’s not another shooter?

If there isn't, then it probably means that they were still fearing for their lives. Not knowing if the shooter(s) was still looking for them.

Ok, but that makes no sense. If it were safe to go in, wouldn’t the police have kind of stormed the place to make sure no more victims were inside needing medical attention. Something is weird. But, of course, I’m sure the police are not giving out all the info they have and rightfully so.
