So, forgive me if I'm off base here, maybe I need some sleep, but two things from the article:

The one displayed by Mr Bush was indeed returned, along with all other art lent to him, as his presidency came to an end. The other, which remains in the White House residence, was given as a gift to President Lyndon B Johnson in 1965 by a group of Atlanticist diplomats and military officers.

This to me reads that Bush returned it, and Obama kept one and at least displayed it in 2010???

I thought taking foreign money was a taboo? I know we carped about Obama doing that...

It’s legitimate to raise money from American expatriates on foreign soil. George Clooney is doing it for Obama.

What Obama did, which angered us, was to accept donations that we suspect came from abroad, under patently fictious names, doing so by disabling the gatekeeping mechanisms in the online donation system etc. In other words, in 2008 he got a lot of money from real foreigners but laundered through a layer or two. Whether he’s still doing that now, I don’t know. But raising money among expats is not wrong.
