This looks so CONTRIVED (at least to me)- almost too neat, as though it had been done first, at her leisure.:
"POLICE HAVE NO SUSPECTS IN REPORTED HATE CRIME" (could it be because it is a blatant hoax? It is so obvious that they rush to vigilize when there is every indication that this is highly, highly suspicious. Police, do your work!)
My gut is agreeing with your assessment.
And I think this walking on eggs with political correctness has gone on long enough.
