They can sign it, but they need 2/3 of the Senate to approve it,... its DOA.I wouldn't bet the farm on that hope.
All required is approval by 2/3 of the Senators present and voting to pass. With a bare quorum (suprise, it's midnight or during a break and all of a sudden those "for" it show up, and are 51 Sinators present!) it requires only 34 voting "AYE!".
Harry Reid can make it happen.

Harry Reid can make it happen. I don't think so. The Constitution can't be amended by treaty. A 2/3 supermajority of ALL sworn members, not just those present, would be required if the treaty altered rights.
I may be wrong but that's the way I learned it.
