A lot of people confuse Indians and Pakis.

The news wouldnt use the term Indian if they meant native American indian. Likely going to be a Pakistani or India type guy.
Also, this whole dressed in battle gear, throwing bombs, in tactical gear has a Mumbai feel more than it does a Pine Ridge feel.
