Wasn’t there some info that surfaced some time back which specified that while Zero and his accomplices claim he was born at that hospital; back in 1961 when the birth is alleged to have taken place, that facility did not go by that name! It did not get that name until around 1979, if memory serves.
It sure as hell does apply to Obama. Perhaps Wisch should go back and read the statute or take a reading comprehension course. Here it is ( with the relevant parts in bold ):

(a) Upon application of an adult or the legal parents of a minor child, the director of health shall issue a birth certificate for such adult or minor, provided that proof has been submitted to the director of health that the legal parents of such individual while living without the Territory or State of Hawaii had declared the Territory or State of Hawaii as their legal residence for at least one year immediately preceding the birth or adoption of such child
Now Wisch may be too dimwitted to comprehend this, but an adult is someone over 18. They are not talking about a minor. Once again :
