Under Hawaii's Revised Statute 338-17.8, a person only has to be an established resident of Hawaii, ... not necessarily a U.S. citizen, but any out-of-state, or foreign-born person, ... and then pay taxes there for One Year ... to be able to register and receive an official Hawaii birth certificate.

But we knew that requirements to get a HI birth certificate were unbelievably liberal well before the Arpaio investigation. So that part of the press conference shouldn't have shocked anyone who had been following the Obama BC issue diligently beforehand.

You don't think that maybe their motivation was to get that information out to a wider audience, and not just preach to the choir here on FR?
