I think a major overtone of Arpaio's conference was that Hawaii is a platform or springboard that ANYONE IN THE WORLD can use to bypass our Federal immigration system. Hawaii is a border state with a huge sign in front that says 'EASY CITIZENSHIP GRANTED HERE!'
