Mark hit it before. They suck at being in the majority (I know they’re still minority in the senate, but when they had the majority they sucked at it). They’re used to losing all the time.
Even when the RATs are down, they go on offense.
They don't know how to use it. They are afraid of it.
They act like cavemen with fire.
