You are wrong and "absolutely" incorrect. If you accept Medicare or Medicaid you can not accept different cash rates. If a Doctor's visit is $70 that is what you bill both. The government will pay way less and there is nothing they can do about it. The cash payer, however will pay the full amount based on the law.
